It is a reference to a subreddit (a thread on the site Reddit.com) that people say when someone doesnt get something obvious like a joke. The "woooosh" comes from the sound an object makes when it flies over your head, which is funny because when you dont understand something the english phrase it "it went over your head"

it is simply a sound effect, ex: when the paper airplane flew by my head it made a WOOOSH sound
